The ex Boulder City Police Chief, who refused to arrest an animal control supervisor accused of improperly killing more than 100 shelter animals, has pleaded guilty to “Failure to perform a duty.” Bill Conger paid a one thousand dollar fine. Ex-animal control chief Mary Jo Frazier has pleaded not guilty and is set for trial in September.
