Washoe County DA says the fatal shooting by police of a fugitive in 2014 was justified. Chris Hicks released a detailed account of the incident that led to the shooting death of 43 year old James Luke Bowman. Bowman and another man led police on a chase, and when stopped at Eighth and Spokane streets refused orders to surrender, or raise his hands. He pulled a 40 caliber handgun from his waistband before he was shot. Bowman also had heroin and methamphetamines, and had traces of both in his system.
