An independent investigation by the Washoe County Sheriff’s Office has determined a Reno police officer accused in a recent lawsuit of using excessive force, did not commit a crime. Detective Joe Bowen found Reno Police Officer Terry West committed no criminal battery when he “used force” on 30-year-old Justin Fleming “to get him handcuffed” during an arrest. Fleming was later released with a ticket.
