Expect traffic delays in downtown Sparks today from 7:00 a.m. to 7:00 p.m; limited access will be available on Victorian Plaza Circle and C Street as crews repair utility cables.  Victorian Plaza Circle will be closed for eastbound traffic to the C Street Intersection during this time.
