Key elements of the proposal: Block Grants to states, more opting out of Obamacare requirements, and no individual or employer mandates. Critics say this ACA repeal is just as bad as previous versions, and will mean millions lose coverage. Conservative critics say it keeps too many of the Obamacare taxes.
