In an effort to provide enhanced safety for children, and to give the public a greater sense of security during Halloween night, officers from the Nevada Department of Public Safety-Division of Parole and Probation will conduct Operation Scarecrow. Sex offenders whose crime involved a minor are given specific warnings well in advance by means of a written notice of “Sex Offender Restrictions for Halloween.” Restrictions include that offenders may not distribute candy to children on Halloween, answer their doors for children on Halloween, display Halloween decorations, or attend festivities associated with the holiday where children will be present.
