The Lassen County Sheriff’s Office has identified a man shot and killed by a Janesville resident while allegedly stealing a truck as 25-year-old Zachary Linboyd Estepp of Herlong. LCSO says Estepp has an extensive criminal history with criminal convictions out of multiple Central Valley counties. He was also a suspect in a theft at Big 5 Sporting Goods in Susanville. He allegedly tried to steal a truck armed with a beer bottle, but the resident who brought him the keys to the truck, from another room also brought out a handgun.
