A Sparks Police investigation shows the man shot and killed by Reno Police officers September 23rd was suicidal and under the influence of drugs. Police were previously called twice to the Thornridge Court home for domestic disturbance reports involving 44-year-old Phillip Serrano. The third and final time they were called to the home, Serrano was under the influence of narcotics and attempting to drink bleach. Officers arrived at 9:55 p.m. to find Serrano shirtless and standing next to an open driver’s door of a white pickup. Serrano ignored officers’ commands for about seven minutes, then got into the driver’s seat of the truck, closed the door and started the engine. Serrano drove away from the marked police vehicles to the end of the cul-de-sac, then made a U-turn and turned back towards the officers. He then stopped, revved his engine, and drove towards officers. Six police officers fired at him. Police then took Serrano out of the vehicle and rendered first aid until paramedics arrived. He was pronounced dead at the hospital.
