Is “Read By 3” Failing in Nevada?

The state legislature may make some changes in the “Read by Grade 3.” Apparently there are concerns that lots of third graders will be held back, creating something of a traffic jam in schools. Under the law passed in 2015, third graders who don’t test high enough would be failed, and have to repeat a grade. AB 289 would let parents decide if their child would be held back. Assemblyman Tyrone Thompson says an estimated 9,000 third graders could be flunked under the current law, basically creating a second third grade.
