Better weather is bad news for the Sierra Snowpack. The Nevada Natural Resource Conservation Service says snowpack has gone from slightly above average to a bit below average. The Truckee River flow forecast through July has fallen from 102 percent of average to 83 percent of average. More tests on the snowpack are scheduled for March.
