The ruling is a major setback for the RIP Commerce Tax group led by Republican Controller Ron Knecht, even though justices sided with tax opponents on some arguments. The ruling invalidates some 20,000 signatures the group had gathered over the past few months and would force them to start over in trying to reach the 55,000 signature threshold by June 21.
