No one is admitting wrongdoing, but the City of Reno is paying Justin Fleming of Sun Valley ten thousand dollars. Fleming says he was manhandled by an abusive Reno Police Officer, who grabbed him so hard he left bruises on his neck, and momentarily bent him over the railing on a freeway overpass. He was not arrested, but was cited for a traffic violation. The officer claimed Fleming refused to sign a ticket, which Fleming denies. An investigation by the Washoe County Sheriffs Office found officer Terry West used necessary force.
