Big changes are on the way to the C Street garage in Sparks. It’s being transformed into housing in the very near future. Julie Deuwel with the city of Sparks talks about who bought property, and what they have planned.

The 209-unit complex is expected to break ground this month, with the first tenants able to move in in around two years.
